What is a 708 Community Mental Health Board?

A 708 Board, also known as a Community Mental Health Board, provides essential mental health, intellectual, developmental, and substance use disorder support services. It is funded locally and managed by experienced community members.

This measure would provide funding for critically needed mental health services in our Township. Accurate information is essential. Here are the facts.

  • “708 Board” refers to House Bill 708, the 1963 Illinois legislation that first authorized local mental health taxing authorities. Although the law is now known as the Community Mental Health Act (405 ILCS 20), the term “708 Board” remains widely used across Illinois.

  • No. Illinois law allows a maximum levy of 0.15% for mental health services. This measure proposes a levy of just 0.05%, and in practice, the typically taxed rate is expected to be roughly half of that amount. This levy is based on your home’s assessed value, which is approximately 33% of a home’s fair market value. 

    The cost for homeowners would be modest, while the benefit to the community - expanded access to mental health services - would be substantial and visible.

  • No. While some services currently exist, they are not sufficient to meet the needs of our community. 

    This mental health board would coordinate, strengthen, and expand services in our Township. By increasing access to care and providing early intervention, it can reduce the need for crisis responses - such as police involvement in mental health emergencies - ultimately lowering costs elsewhere in the system. 

    Administering social services is a core township responsibility, and this measure helps our Township better care for its most vulnerable residents while using taxpayer dollars wisely.

  • Not at all. This measure has broad, bipartisan support throughout our Township. Community members recognize the growing need for mental health, substance use, and developmental and intellectual disability support services.

    Residents of all ages - from youth to seniors - are currently underserved. This measure reflects a shared commitment to compassionate care, fiscal responsibility, transparency, and responsible stewardship of taxpayer dollars.

  • No. All 708 Community Mental Health Board members serve as volunteers and are not compensated. If approved, the board would consist of 7-9 experienced community members appointed by the Township Supervisor with approval from the Township Trustees.
